Key information
Scope of project: Site Security
Area: Devon
Services: CCTV, Remote Monitoring, Perimeter Detection
Background
Torbay Pavilion is a Grade II listed Edwardian art nouveau building that celebrated its 110th birthday in 2022. After various reincarnations the building was eventually closed to the public in 2012.
In 2024 Torbay Council took back full ownership of the building with a view to establish a thorough condition and safety report, protecting it from further damage. This work is ongoing.
The site had started to attract a lot of unwanted attention; being broken into regularly, with major damage being caused from intrusions through doors and stained glass windows being smashed.
Clearway were requested to visit the site to recommend security solutions, working within a limited budget.

Solution
Clearway worked with Torbay Council to create a phased plan to initially secure the building and deter further criminal activity.
The team installed inView CCTV Towers, inView Detect PID units and Off Pod Cameras around the building to deter intruders and provide instant notifications of attempted break-ins.
Out of hours remote monitoring via our NSI Gold Cat II ARC also ensured any intrusions were instantly analysed and responded to where necessary.

Outcome
Incidents of unauthorised access and criminal damage were reduced significantly, the solutions installed acting as an immediate criminal deterrent.
Out of hours monitoring gave Torbay Council the reassurance that any attempted intrusion would be detected quickly and managed appropriately.
The success of the deployment has strengthened the working relationship between Clearway and Torbay Council, with the same technology now being used to secure a number of the council’s other sites. This outcome reflects Clearway’s ability to work collaboratively with public sector teams to deliver practical, proportionate security solutions for complex vacant properties.
